2019  C.H.A.T.A. Meeting Minutes

BOD Meeting  April 9, 2019:

AGENDA

1) Current Bills: All bills are current and there are no outstanding balances.

2) Current Balances: Contact treasure

3) Road Work: We will be looking at renting the Grater again this year from Will Poppy and either using his operator or Marion for the road work. The main road that goes from SR97 up to top is the main focus as this road is used most. There is a culvert at the top of loop we are going to look at where the roadway has deteriorated and is narrow. We will survey what the gravel needs are for the areas needing grating and repair.

4) Weed Spraying: Dirk our current Weed Control is retiring and has sold his business, he is going to show the new Company owner what he does at CHATA so things will transition smoothly. There is some question if the burned areas of the roadway will need any spraying this year, we will check with Dirk to clarify if there is need for a pre-emergent spray to be used in those areas.

5) By-Laws/Covenants: The By-Laws and Covenants are reviewed every 10 years and the next review is in 2023.

6) Outstanding Due Payments: There are 22 owners (25 lots) that are still behind in their Due payments, 5 of those are 2 years behind and 2 of those are 3 or more years behind.

7) Website updates: Website has been updated with the date and time of this year’s annual meeting at Beebe State Park. Make a note that the time is at 2pm this year due to the 1pm timeframe was not available.

8) New Business: There is concern of some work that was done below Redtail where a new structure was placed and the hillside behind structure had several yards of soil removed. The concern is the stability of the hillside eroding and impacting Redtail.

Several road signs were damaged during the fire, Dennis will be taking an inventory and having new signs made. The sign at the back entrance appears to have been removed by someone and will need to be replaced. We are also going to be placing a new sign at the top of the main road that gives more detailed directions so folks will know which way to go to reach their destination and also to better assist any emergency response teams. Larry is going to get a quote on pricing for the big signs (rear gate and sign at top of main road). Larry is also going to check with the Boy Scouts to do the sign replacements as they did this when we had new signs placed a few years back. A member has asked to use some gravel from the CHATA gravel pit for driveway improvements and approval was granted. We ask that anyone wanting to use gravel from the gravel pit ask the board prior to removing so we know who and where it is being used. There is no charge for using the gravel, CHATA is not responsible for any damage or injury of anyone on the Gravel Pit property.

Officer Elections: Officers whose terms are up for election are…

Brian Hirschy: elected for another term

Financial Statement: We transferred our accounts from Wells Fargo to Cashmere Valley Bank.

1. Current Bills: Weed Spraying $3000 was completed last week, member advised that Redtail wasn’t sprayed, Larry is going to check into it and find out what happened. Mowing still needs to be done and will be around $600.

2. Current Balance: Contact Treasurer for information

3. Status of Dues received: 11 owners that are not current and of those 11 four are 2 or more years in arears.

Old Business:

1. Road Work: We graded and pitched up the main road out to Rocky Road. Located culvert at the top of the hill. The culvert at High Rim is plugged and the culvert by the Observatory is plugged and needs to be cleared. Next year the plan is to work on the Waterville entrance. A member that lives on the Park Place paved roads talked about the results of the vote to opt out of the association. Bruce offered to give the names of all the owners to the member so he can send out information to everyone. The water tank at the bottom of combine needs to be looked at, the sediment needs to be removed and the tank needs to be modified so it can be used by the Fire Dept if the need arises. Sign posts were replaced after the fire of those that were damaged. A new sign has been ordered for the back entrance as it is missing. There will be a new sign placed at the top of the hill with 4x4 posts with a “you are here” location on it and mapping that shows the directions to the roads beyond that point.

2. Weed Spraying: Weed spraying was done over the Memorial Day weekend. This fall we will spray the road centers.

3. Website: The meeting minutes are posted on the website and contact information for the Board Members. The website address is www.chelanhills.com We are also looking into adding a section to show Properties that are for sale in CHATA.

New Business:

Marion mentioned that Box Canyon was hit hard by the fire and that there had been complaints about the damage to the road. He is asking that a couple of switchbacks be added. Some of the work has been done and would like the OK for a plan and funding to complete this work.
